Meeting Minutes - September 20, 2006

The September meeting of the Blue Ridge Chapter of the Virginia Society of Enrolled Agents was held on Wednesday, September 20, 2006 at Merredith's Fine Dining & Catering, Lynchburg, VA.

President Michael Harrison called the meeting to order at 12:25.

Charles Spencer presented the bill for the upcoming year for maintenance for the BRC web site. A motion was made by Charles Spencer and seconded by Becky Donehew to renew the web site contract for another year and to pay the presented bill.

David Tanner asked if both the Quickfinder and the Tax Book were going to be purchased by the Chapter this year. It was agreed David would take orders for both books this year.

A discussion was then held on the issue discussed at last month's meeting concerning the VASEA Treasurer being a signatory on Chapter bank accounts. An informal poll of those present indicated the Chapter was opposed to the VASEA Treasurer being a signatory on the Chapter's bank accounts. Charles Spencer indicated this was an issue for the VASEA By-Laws Committee. David Tanner made a motion to rescind the motion from last month's meeting requesting Charles make a motion at the next Board of Director's meeting. Becky Donehew seconded and the vote was unanimous in favor. Charles Spencer then made a motion that he pass on the Chapter's concerns with the current "Local Chapter Guidance" to the By-Laws Committee, the next meeting being Wednesday, September 27, 2006. David Tanner seconded the motion and the vote was unanimous in favor. The concerns with the current wording are as follows:
  1. The wording indicates the VASEA Treasurer is to be a signatory on the Chapter accounts. This indicates the VASEA Treasurer must sign each check. This would unnecessarily delay and complicate the payment of legitimate Chapter bills. Further, the VASEA Treasurer will have to travel to Roanoke to sign the signature card in the presence of the bank personnel each time there is a change. Further the Chapter does not wish to accept responsibility for the actions of the VASEA Treasurer as noted in #2 below.
  2. If VASEA decides the VASEA Treasurer is to be one of many authorized signers on the Chapter's bank account - the Chapter is still opposed. The Chapter has no way of knowing what actions the VASEA Treasurer is taking and the Chapter feels we are all responsible/professional individuals fully capable of handling our own affairs. The Chapter Officers (Treasurer and President - the current signers as approved by the Chapter last month) are the responsible parties on the Chapter's bank accounts and the Chapter Members do not wish to be responsible for the actions of the VASEA Treasurer. We recognize the Chapter is an affiliate of the Virginia Society but nonetheless we wish to maintain control over our own financial affairs. And once again, the VASEA Treasurer will have to travel to Roanoke to sign the Signature Card each time there is a change and that could unnecessarily delay the payment of legitimate bills. Therefore, it is the consensus of the Chapter that the "Local Chapter Guidance" be changed to eliminate the VASEA Treasurer as being a Signatory on Chapter accounts or a signer in any capacity for which the Chapter takes responsibility.

    The above concerns and recommended change to the "Local Chapter Guidance" to be passed on to the By-Laws Committee prior to the September 27, 2006 meeting by Charles Spencer.

    The meeting place for next month's meeting is to be booked by David Tanner. The next meeting will feature Mike Spears for the Roanoke IRS office.

    The business meeting concluded and the educational portion of the meeting began at 1:10 pm with Mike Harrison, EA, speaking on Current Collection Issues. Mike spoke on the increased emphasis by the IRS on collections, Offer-in-Compromise issues, the changes to collection standards and the current out sourcing of collection activities. The educational portion concluded at 2:05 pm, and the meeting adjourned.

The October meeting of the Blue Ridge Chapter of the Virginia Society of Enrolled Agents was held on Wednesday, October 18th, 2006 at Szechuan Restaurant in Roanoke.

President Michael Harrison called the meeting to order at 12:35. Sharon Tabor Warren suggested the December meeting be scheduled for the second Wednesday, December 13th to avoid conflict with the holidays. All agreed. Rebecca Donahew said no program or place has been selected. She hopes to obtain a speaker from the Virginia Department of Taxation to cover Virginia updates.

David Tanner said he is taking orders for both the Tax Books and Quickfinders. Orders should be in writing, via email, and the deadline is November 15th.

No Treasurer's Report was given.

David introduced Mike Spears, soon to be retired from Customer Service in Roanoke. Mike gave us the names of employees left in Roanoke Customer Service and distributed copies of Publication 553, Highlights of 2005 Tax Changes.

He also touched on new Offer in Compromise rules and noted the publications and forms are not yet available. IRS can extend any payment due for 120 days. He also noted there would be a Form 1040-EZ-T for non-filers to recoup the "telephone tax." The refund amount is $30 for one exemption, $10 for each additional up to a $60 maximum (I learned this later). Mike concluded his presentation at 1:30 and was presented with a gift certificate to mark his retirement. CPE will be .75 hours.

The meeting adjourned at 1:35.

The December meeting of the Blue Ridge Chapter of the Virginia Society of Enrolled Agents was held on Wednesday, December 13th, 2006 at Famous Anthony's (Williamson Road) in Roanoke.

President Michael Harrison called the meeting to order at 12:15.

David Tanner presented a verbal report on finances. David provided the bank balance, stating the balance included some money paid toward Quickfinders and Tax Books. The amount of the order for the books is more or less $1,000. David will notify those who have not paid for their order via email.

Sharon Tabor Warren commented that a Rev. Proc. will be issued to cover how to handle the changes made by Congress prior to their recess. The bill is on Bush's desk and he is expected to sign it. However, the 2006 forms have already gone to the printer so there will not be specific lines on the forms to handle the revived credits, etc.

The January meeting will be held in Lynchburg on the 17th. Mike Harrison will arrange for a speaker and a meeting location.

Following lunch, at 12:45, Charles Spencer and Nancy Lynch presented the Virginia Updates. An item of major interest is the new provision for extensions and penalties. One hour of CPE will be given.

The meeting adjourned at 2:00.
